Make a docs/notify.txt with basic information and settings.

Just added a patch with a short documentation of the notification mechanism. If someone feels anything is missing please let me know.

Thanks! That's some high-quality docs! I've read through, and it makes sense to me so unless anyone has comments in the next day or two I'll commit it as-is this weekend.
