Allow "Build all revisions" option per build recipe

Right now the "Build all revisions" option can only apply globally. It would be great if we could enable it or disable it for different configurations.

For example we have various configurations on the same Master on different paths. Most of which do not require we build all the revisions so the option is turned off to save resources. However we have some configurations that require every changeset to be built.
