Add ASAP button to Build page

For a Build that is in the Pending state, add to it's page (http://host/trac/build/config/buildNumber) an "ASAP" button (under permission control). Pressing will cause this target to be flagged such that it will take higher precedence over any other target when next assigning to be built.

Originally mentioned as an additional feature in #556.

Scenario: (real)

• Four different tags were made from three different branches.
• Was then informed that we need certain targets from these different tags ASAP. In priority order:
  • From 1st tag: Targets 1, 2, and 3.
  • From 3rd tag: Target 4.
  • From 4th tag: Everything.
  • From 2nd tag: Nothing, the tag was made by mistake.

Additionally:

• The "Build Configuration" page (http://host/trac/build/config) will need to change to not suppress the pending builds. Otherwise one will not be able to get to the Pending Build page/
• The "Build" page of a Pending build could stand a little presentation clean-up:

  • Duration:
