build event listener hooks

Description

The build master should provide an extension point for other Trac components to be notified when builds are started or completed. This could be used for things like sending notification messages (via email, or Jabber once I implement that :)

That was me, the username field doesn't seem to be getting filled in from my settings.

Implemented in [263]. See IBuildListener in bitten.trac_ext.api and BuildSystem.listeners in bitten.trac_ext.main.

Now you go and ready that notification work ;-)
