Description
I need to migrate Bitten settings from an old environment and I do not have web-interface for that environment. It should be possible to export/import Bitten settings from command line.

Good idea. With Trac 0.12, the trac-admin command also has an API to allow plugins to add to the commands by implementing the interface. To consider for when we make the Trac 0.12 compatibility push.
