default tab for step results should be configurable

We have a number of summarizers for report data imported into our builds-- code coverage, test output, etc. The bitten build pages always show the textual output of the build by default.

It should be configurable which tab is shown by default for each step. It's a little wrong to put it in the recipe, but it's the most obvious place to do so.
